Are u supposed to be able to break DIY live aquarium rocks?

im making some diy live rocks from portland cement and crushed oyster shells and its been sitting in the sand for atleast 15 hours now and i was checking it to see if it was solid and its pretty solid but i can actually break peaces off with my hand... is that supposed to happen? or should i wait longer for it to get more hardened?
