How do I get my landlord to leave the property?

I just started renting From this guy two months ago. Throughout those two months, me and my family of eight have been suffering. He has told me that he is going to leave, but he hasnt. I'm guessing he's broke, and I know he doesnt have a job. Just last week we had to pay $400 dollars for a propane tank that he should have payed for. He hasnt fixed anything that Ive asked him to, so ive ended up having to fix those things myself. Just yesterday his dog attacked my 7-year old, and he's very afraid to even go outside. I've confronted him before and I thought he got the message, but I guess not. What should I do to get him to leave?
