Was India the worst place for the terrorists to show up?

Muslims in India are far better organized and a much larger minority; they are a pivotal voting block with the current ruling party, so they are safe. There'll be lip service about extremists, but nobody is likely to make waves. If anything there'll be talk about trying to "understand" what the rest of India has done to Muslims that has led to a "small minority" of them to do what they did.
